WinnCompanies and Swampscott builder and developer Bruce Paradise submitted an application seeking permitting approval to the Massachusetts Department of Housing and Community Development review for the Elm Place, 129 Essex St, 25 & 35 Pitman Road, Swampscott. The partnership is proposing the development a 128 units of mixed-income housing, affordable, workforce/middle income, and market rate units in a 5-story building on a 1.6 acre site with 108 parking spaces. The town of Swampscott and the public have until February 12, 2021 to offer letters of comment to Catherine Racer, Associate Director, MHCD, at catherine.racer@mass.gov.
